Ensure that drm is not loaded at all. Blacklist it. I think it's also better to blacklist the open source driver also. The ATI drivers seem to have their own direct rendering manager.
With the above you normally do not have to reboot the computer after install, just reboot the X.

This page needs updating. Currently, running the installer program works well.
